Abby Rives, JD

Technology Transfer and Innovation Policy

Abby Rives is Director of the Technology Transfer and Innovation Policy Division. In this role, she leads OSP’s innovation policy efforts and serves as a resource on policy matters including biomedical innovation, intellectual property, patents, licensing, public-private partnerships, and NIH’s contribution to new biomedical products.  Abby previously worked at OSP from 2007-2011 where she worked on topics ranging from translational science to biosecurity, scientific management, clinical research, and bioethics.

Prior to rejoining OSP, Abby served as intellectual property counsel at a nonprofit that worked with high-tech startups to advocate for pro-entrepreneurship policy, and before that she was an associate at an international law firm where she represented defendants and plaintiffs in patent and trade secret disputes. Abby has a JD from Emory University School of Law and previously served as a law clerk to the Honorable Raymond C. Clevenger, III of the U.S. Court of Appeals for the Federal Circuit.
