Mark Rohrbaugh, PhD, JD

Technology Transfer and Innovation Policy

Mark Rohrbaugh serves as the Special Advisor for Technology Transfer and the Director of Division of Technology Transfer and Innovation Policy.  In this capacity, he advises the on policy matters involving intellectual property, patents, licensing, public-private partnerships, and the Bayh-Dole Act.  His Division also explores the contribution of NIH-funded research to biomedical products and services.  From 2001-2014, he served as Director of the NIH Office of Technology Transfer which managed the patenting and commercial licensing of a large portfolio of inventions made by intramural scientists working in NIH, FDA, and CDC laboratories. Mark also served as the Director of the Technology Transfer Branch of the National Institute of Allergy and Infectious Diseases from 1996 to 2001. Prior to joining the NIH, he conducted postdoctoral research at the University of Minnesota followed by research at two start-up biotechnology companies. Mark has served on the National Science and Technology Council Technology Committee and the White House Office of Science and Technology Policy (OSTP) Lab-to-Market Committee.  Mark received his PhD in biochemistry and molecular biology from The Pennsylvania State University and a degree in law from the George Washington University.
